FBI's Security Theater

The FBI has been finding lonely people with low IQs and entrapping them.  While this is used to justify the FBI's budget, this is not making us safer. 

The United States has been narrowly saved from lethal terrorist plots in recent years - or so it has seemed.

Is cultivating potential terrorists the best use of the manpower designed to find the real ones?
