Police Ask Residents To Submit To Voluntary Searches

WASHINGTON -- A crackdown on guns is meeting some resistance in the District.

Police are asking residents to submit to voluntary searches in exchange for amnesty under the District's gun ban. They passed out fliers requesting cooperation on Monday.

Community leaders went door to door in Ward 8 Monday to advise residents not to invite police into their homes to search for weapons.

"Bad idea," said D.C. School Board member William Lockridge. "I think the people should not open your doors under any circumstances, don't even crack your door, unless someone has a warrant for your arrest."

Ron Hampton, of the Black Police Officers Association, said he doesn't expect many in the community to comply.

This law federalizes and standardizes state driver's licenses for all 50 states, and it will result in something that has been resisted in this country for a long time -- a de facto national identity card.

Germany Protects Citizen's Privacy

German high court blocks data collection

Germany's Constitutional Court on Wednesday blocked substantial parts of a data-collection law meant to fight terrorism.

The court in Karlsruhe said in a statement the law was too broad and risked "grave dangers" to personal privacy.

"Data stockpiling effects almost every citizen with each use of the telecommunications system, meaning a great deal of sensitive information on practically every person is available for government access," the court said. If this is allowed, it could mean a "grave and irreversible invasion" of telecommunication privacy.

Put young children on DNA list, urge police

Primary school children should be eligible for the DNA database if they exhibit behaviour indicating they may become criminals in later life, according to Britain's most senior police forensics expert.

Gary Pugh, director of forensic sciences at Scotland Yard and the new DNA spokesman for the Association of Chief Police Officers (Acpo), said a debate was needed on how far Britain should go in identifying potential offenders, given that some experts believe it is possible to identify future offending traits in children as young as five.

'If we have a primary means of identifying people before they offend, then in the long-term the benefits of targeting younger people are extremely large,' said Pugh. 'You could argue the younger the better. Criminologists say some people will grow out of crime; others won't. We have to find who are possibly going to be the biggest threat to society.'

"What is Bernanke going to do? Get in his helicopter and fly around the world and collect rents? That's absurd," Rogers said.

NEW YORK (Reuters) - Washington Mutual Inc's board of directors approved a plan which helps protect its management's bonus targets from the impact of the subprime loan fallout, according to a filing with U.S. regulators.

The board's human resources committee on February 26 approved bonus targets, some of which will be calculated to exclude expenses related to business re-sizing or restructuring, foreclosed real estate assets and loan loss provisions other than related to its credit card business.
